Core principles
Legislation is encoded as smart contracts on the Liberland Blockchain β anyone can read, audit, and propose amendments.
Voting power is proportional to Liberland Merits (LLM) β tokens earned through contribution to the state, not bought with money.
Citizens can vote on legislation directly via the blockchain, bypassing the need to delegate every decision to representatives.
How it works
Liberland's governance platform allows any citizen holding LLM tokens to propose legislation, vote on existing proposals, and delegate their voting power to trusted representatives β all on-chain with a permanent public record.
The Congress is elected quarterly by LLM holders and is responsible for proposing and ratifying new laws. Elections happen entirely on-chain β no ballot papers, no polling stations.
The President holds veto power and is elected by the Congress. VΓt JedliΔka currently serves as the founding President of Liberland.
Any LLM holder can submit a legislative proposal on-chain, open for public comment.
Citizens and Congress members debate the proposal. Amendments are tracked on-chain.
LLM holders vote directly, or delegate to a Congress member they trust.
If passed, the law is encoded as a smart contract and takes effect automatically.
Structure
Handles citizenship applications, identity documents, and the national land registry. Manages settlement coordination and the cadastral map at landregistry.ll.land.
Maintains Liberland's 77 representative offices worldwide and conducts diplomacy with other countries, organisations, and micronations seeking recognition.
Manages Liberland's treasury on-chain. All income and expenditure is publicly visible on the Liberland Blockchain Dashboard with full yearly reports published.
Develops and maintains Liberland's legal code. Works with blockchain developers to encode legislation as smart contracts and ensure constitutional compliance.
The blockchain layer
LLM is the governance token and represents each citizen's stake in the country. It cannot be bought β only earned through contribution to Liberland (volunteering, building, donating time or skills). LLM holdings determine voting weight in Congress elections and direct legislative votes.
LLM is not a financial investment. It carries no monetary return and is not listed on exchanges.
LLD is Liberland's proposed unit of account for transactions within the community. Alongside Bitcoin, it serves as one of two currencies of choice. LLD is tradable and can be acquired through the Liberland ecosystem.
LLD is not a recognized or regulated currency. It is not insured and carries the same risks as any cryptocurrency.
The legal foundation
Liberland's constitution guarantees individual liberty, property rights, and limited government. It enshrines voluntary taxation and prohibits the state from compelling any citizen against their will except in defence of another citizen's rights.
